Richard G. Kotarba has provided counsel and representation in a broad range of practice areas.  His construction experience has covered bid protests, review and negotiation of construction contracts, construction bonds and work-outs, federal and state government construction contracting, mechanic’s liens, and arbitration and litigation of construction claims – including claims relating to change orders, delays, acceleration, inefficiency and loss of productivity, home office overhead, job site overhead, differing site conditions, and defective specifications.  In the real estate area, he has been involved in sales, acquisitions, and loan transactions, as well as the representation of clients in zoning cases, tax assessment appeals, eminent domain proceedings, and other real estate litigation.  He has represented several nationally known title insurance companies and has been appointed by them to defend their insureds in title litigation.

Additional Information

Mr. Kotarba grew up in Allison, Pennsylvania and settled in Pittsburgh after graduating law school.  He and his wife, Barbara, are the parents of three adult children and five grandchildren.

  • Successfully litigated claims before the United States-Iranian Tribunal in The Hague, Netherlands, resulting in a collected award in excess of $2,700,000.
  • Served as counsel in the seven-week trial of the original Pittsburgh Convention Center before the Pennsylvania Board of Claims.
  • Successfully litigated claims before the Pennsylvania Board of Claims in which the Board accepted, for the first time in Pennsylvania, use of the Eichleay formula in calculating home office overhead.
